Text-Em-All is able to send voice and text broadcasts to any number in the US, Canada, and Puerto Rico.  

Sending Broadcasts from Abroad

You can launch broadcasts by phone internationally by calling an international toll-free number (001.972.668.6125).  This is a great number to use if you are traveling abroad and don't have access to a computer to log in and create a broadcast to your contacts (as long as your contacts are in the US, Canada, or Puerto Rico).
